We have issued the following instructions:
“Article 1”
“It is required that a retired individual who is granted the title of The experienced professor must:
- Hold the rank of Professor at the time of retirement
- Not have been retired due to negligence in his scientific and educational responsibilities
- Supervised no less than five (5) doctoral theses or graduate theses after attaining the rank of Professor.”
- Proficient in his field and has published no less than two (2) research papers, one of which must be original and not derived from the theses or dissertations he supervised after attaining the title of Professor.
- Scientifically distinguished and known for the availability of the following contributions:
- He has published research in reputable scientific journals
- He has research presented at conferences and seminars both inside and outside Iraq
- He has innovative or creative works such as patents or has received a certificate of excellence
- He has scientific or administrative contributions in the development of the department, college, or university
“Article 2”
The title of “an experienced professor” is granted according to the following procedures:
- The proposal of the specialized department council to grant the title of an experienced professor to a former department member—after obtaining their consent in case their services are needed and when the conditions stipulated in Article (1) of these instructions are met—is submitted to the college council along with a summary of the candidate’s academic and professional background for the purpose of awarding the title. The college council may approve the proposal and forward the recommendation to the university council for consideration in granting the title of an experienced professor to the concerned faculty member, or it may reject the proposal, stating the reasons for the rejection.
- The experienced professor attends the university council session in which the title was granted. During this session, they are informed of the decision and honored with a university emblem shield and a certificate of appreciation.
- Other universities are notified of the name of the experienced professor , and the announcement is made in scientific journals related to their field of specialization.
“Article 3”
A retired professor, upon the rejection of their request at any stage of being granted the title of an experienced professor, has the right to appeal to the Department of Research and Development at the Ministry’s headquarters for an opinion. The matter shall then be presented to the Board of Opinion to make an appropriate decision within thirty (30) days from the date the professor is notified of the rejection decision.
“Article 4”
The experienced professor shall enjoy the following privileges:
- Issuance of an experienced professor ID card by the university where he/she previously worked.
- Retention of an office in the department or college where he/she previously worked.
- Priority in nomination for membership in the Iraqi Scientific Assembly.
- Rights related to research, authorship, translation, publication, and scientific production.
- Benefit from scientific facilities such as laboratories and libraries, and be treated in the same manner as a faculty member currently in service.
- Facilitation of participation in scientific conferences both within Iraq and abroad
- Facilitation of participation in social events and activities, and enjoyment of membership in university clubs and cultural centers.
- Inclusion of the experienced professor ‘s name in the scientific advisory board of the journal published by the college.
- Issuance of a booklet containing details of his/her biography and achievements, or publishing them in a special supplement of the college journal, and inclusion of his/her name in the university and college directory to which he/she is affiliated.
“Article 5”
The experienced professor shall perform the following tasks:
- Teaching and delivering both curriculum-based and non-curriculum-based lectures, supervising graduate theses and dissertations, participating in discussion committees and other committees as needed by the college or relevant department, and preparing studies for fees and rewards in accordance with the law.
- Contributing to authorship, translation, and the preparation of academic curricula.
- Providing counsel to the university, college, or department council on all matters related to its affairs
“Article 6”
The regulations for organizing the status of the experienced professor , No. (39) of the year 1992, shall be annulled.
“Article 7”
These instructions shall be implemented from the date of their publication in the Official Gazette.
